no hiring based on race: we really don't need to fill the position but if we do it should be only based on qualifcation. Race base hiring in maybe an ICE office in commerce city would make sense since mexicans account for such huge percent of the illegal immigrants entering our country.
Also: by even suggesting such a thing you demean people such the police chief who was hired based on "qualifications" who just happend to be a Hispanic American.

Really Pro City 2.0, you doubt that any of us have the qualifications. I have a higher education than the current city manager. As do a lot of people in the northern range. Flannery did not have any qualifications to be the city manager and you as mayor should fire him or if you are Flannery, you should quit in embarrassment. And it would be a great idea to start actually hiring folks who are qualified, I mean actually qualified, for the positions in the city of Commerce City.

Why does the new deputy city manager have to have more qualifications then the actual city manager?

"Master’s Degree in Public Administration or related field preferred, however, extensive public sector experienced may be substituted for graduate education. EOE"

Commerce City's Police Department has done a wonderful job of reducing Crime in CC over this past year compared to the previous 8 or 9 years and considering that our population has doubled since 2000. In reading the list of statistics, one can see how volatile the incoming population was and how out hand it all became. Thank You, Commerce City Police Department for keeping us all safe during these times of high population and high unemployment.

Brownie troop has a good point. A lot of that trash they are seeing is coming from the garbage trucks going to trash mountain. Wind is blowing it right out of the trucks onto the road sides. I am glad to see the Brownies tackle this issue.

Commerce City so far this year has 231 residential building permits. That is 91 more then we had all last year in 2009. Commerce City is moving on up!

I've seen lots of trash being thrown from cars of some of the construction wokers too. When I called and complained to the city they said call the builders. Another reason I'm moving as soon as I can sell my home for at least what I owe. Seems like city staff doesn't care about the north either. Maybe I should get someone to call in spanish.

Anyone thinking of applying for Neelan's position - fughetaboutit! Jerry has probably already promised it to one of his recent hires that were not qualified for their current job let alone the Deputy City Manager Job. In case you don't know Acres never managed anyone or any department or city staff when he was promoted with no application process. The application process is just for show. Why is everyone so impressed with Morris - so far Cummins located here in our great City - did you all know they already had an operation here - kinda makes sense to be located close to other regional operations don't it? What else did she bring other than a few liquor stores or laundromats to the core City where there are already too many? Businesses locate somewhere because the market dictates it - incentives are just bonuses so liars like Flannary can take credit for it.

Belle Creek, I agree that the bins given to each household are small. We put a piece of cardboard on the top of ours to keep things in the bin.
Since this a free service provide to us, I do not feel that the city owes us to provide the large covered bins which we can purchase.
Not everyone participates and the cost to us the taxpayers would be hugh.
So we make it work, maybe a little inconvenient, but ya, life isn't always convenient.
I would like to thanks CC for providing this service.

To add some information about the Commerce City recycling program, not only is it free, but a lot of other cities don't even offer it.

How is this program free? Is Waste Management (WM) doing this for free? I think not. Last I heard it cost the city around a half million dollars. And now comes they reality check, the city pays for this service with tax dollars. Thats right folks, the money that comes right out of your own pocket. 3.5% to be exact. Every time you buy a coke or a snickers bar you are paying money to the city. Even when you buy a gallon of gas from Suncor those taxes Suncor pays to the city are passed onto to the people.

Almost everything the city does takes money and that money comes from us the tax payers. Even the "grants" we get from the state of county or federal are from taxes.

So no, the program is NOT FREE!

I say thank you to the citizens to make this recycling program possible. It has NOTHING to do with Commerce City "giving" us anything for free.

Well, you have to consider that many of the residents in the north give their tax dollars to mostly Brighton and Denver. So maybe with that consideration, the recycling program is free.

I think the original point was, unlike some cities CC doesn't charge for the service.
Unlike many cities CC doesn't charge for trash pick up.
Many cities charge and add it to the water bill, I know Thornton does.
Yes the city brings in money in many forms, but roads and their maintainence, police protections, snow removal, parks and their upkeep, the list goes on, isn't free.
No city runs without it citizens, but unlike the Feds, it can't just print more when it runs out.

No, it is NOT a "FEE" now, at least not yet, but it is still a TAX-Driven program.

I feel like I am going crazy trying to explain this.

The city does not run ANYTHING with out PEOPLE paying for it as part of taxes or fees!

City does not produce anything, they only take and then redistribute.

And of course they waste a lot too. Like printing 9,000 copies of a publication to northern residents that don't live in ADCO School Dist. 14. Or giving 72K to a city manager for some kind of a mystery "relocation" fee.

I do not know how to make this any more clearer.

I agree with what the Brownie Troop is seeing is most likely wind blown recyclables. I would hope that there would not be people purposely just throwing trash outside. If there is I would be all for a stiff fine.

I know that when you drive to the gas station there is only one price amount form whatever gas grade you choose to buy, but YES IN FACT the tax that the gov is charging is built right into it.

Wanted to be the first post but let the first of the month slip right past me. Well good citizens of Commerce City it is now only NINE months until we get our full $450,000 back from Flannery. That is only 36 weeks! Then we also get to elect five new people to city council in November 2011. So next year will be a good year here in our fair city. Now who can run for those seats. We certainly cannot in all good conscience reelect anyone that is sitting on the current council, since not one of the nine have ever done anything to explain the $72,000 just given to Flannery of our money and not one of the nine have ever even made a peep about Flannery not paying one red cent towards the house, taxes, or insurance. And none of the nine seem to even care that no job evaluation has ever been done of the job (or lack of job) that Flannery has done over the last 3 years, no accountability. So people, start thinking about who should run and bring our city back from the disaster it is in now.

Mr. Belle Creek Observer, maybe if you would spend a little time listening instead of sitting on your high horse of know it all, you might realize that what some of us are saying is.....
Yes taxes pay for the services, but some cities are unable to provide all of those services to their citizens.
Many cities have had to cut back hours of operation, jobs or just plain services.
Some cities do not provide services without an extra fee, such as recycling and trash pick up.
So yes, yes, yes we all get it that taxes pay for it, but the budgeting directs how that money is used.
Get it????

Good, the city will get its 450 K back from securing the loan and then collect about the same amount of interest from the bank. Then what? – Continue to complain about the 72k your city government pleaded with Jerry to take to lure him to our inexperienced town?
It’s not an easy decision to uproot your family in an economic downturn.

That same city council approved the light that has slowed traffic to a crawl on the CC part of Tower Rd. I guess the phantom 72 K loss in AZ was like the phantom autos turning into and out of the parking lots.
Too many small town mindsets in this city and I wonder how many years before our leadership gets it.

Wow! Brighton builds recreational facilities in residential areas.

They must care about their people not breathing the exhaust from manufacturing plants, cars-trucks-tractor trailers.

There is so much land for sale near 2nd creek, why doesn't the city make an investment and buy and build on 104th Chambers. It can only become an asset for the city and even increase surrounding property values which translate into more tax dollars…

bottom line: I'm closer to Brighton than south cc so I'll continue give them my money so they can build nice things.

I see the city has gathered all of these sad stories from some of us in the northern range about our trails of not having a close grocery store. My question is Now What? Do we bundle the stories up with the many petitions that were passed around to try and get a store here and mail them to walmart with a second copy of the famous city crafted walmart letter? Or was this just a ploy by the city to show us all that they are "working" on the situation. A situation that they already told us that was going to happen.

It is my understanding that Bill Becker was the Industry Standards Consultant that negotiated salary levels and other incentives towards CM Flannery's package deal when he was hired for Commerce City. I believe that anyone involved in creating and negotiating this package deal had no idea who or what they were truly dealing with. Had Commerce City been in fact, a high wheeling, financially strong Adams County administration the story might have been different. For years, CC's budget was at $55 million with half the population and we had about $50 million in a surplus fund under Mayor Ford. Currently, we have too many people at the top of administration and on council that just don't understand the full process of building a city for the people and by the people. As with all governments, the citizens must be fully heard and those listening must act upon what the majority of citizens ask to happen. The citizens feel that Mr. Flannery should pay back his Bonus and that a fair settlement on the taxpayer's house needs to happen now rather than Sept. 2011. All it would take is a motion by council and a new amendment to his contract. Have a Merry Christmas!

You say that the contract is too 'generous', but you make it sound like their is no choice in the matter.

Contracts are not just something that happen and we can not control.

Contracts are not like the weather. And if you look at this particular situation, obviously they can be changed, re-changed and then again re-changed.

The contracts with the current city manager are both irresponsible and outrageous. Of course this is just my opinion and I am sure you disagree. If your okay with giving someone 72 grand for some phantom reason and to this day still has not been explained in any way that makes sense. Then I guess we just disagree and we need to move on.

I don't agree with the 72K but a deal is a deal. I'll never return bonus money and won't expect anyone else to. There are so many hours worked without the knowledge of most. hourly wage employees get to go home after 8 hours and forget about work.
Incentives are there for a reason for exempt employees as overtime pay is there for the non-exempt. Get over it and get off your butts because elections are in less than a year.

You would never return a bonus? Maybe you should consider that this is tax payer money and not some private company that is successful. Commerce City is nothing but a governmental agency has not one, not two, but three over paid city managers and have grossly under delivered. Case in point is the Walmart that was suppose to come according to the 2010 state of the city address, we are now only 2 weeks away from 2011! Also, some kind of a city run Recreation Center in the north!

I would also love a rec center in the north. I have lived here for quite some time. Yet I know that the cost for a rec center is VERY high, and no I won't accept the "don't pay the city manager so much and we can afford it, BS"
Taxes would have to cover the cost of a rec center and I certainly don't want that right now.
If you have such great ideas, as I said before Run for Office next fall. Get involved!!

For the second time in a month Pastor Darius Holland and the members of True Life Church in Broomfield reached out to the families and children of A14. Along with a number of Clasified Employees of the district they feed these families for Thankgiving and gave each gifts and food baskets.

Yesterday (Sunday) they returned and again prepared a meal for families in need and once again brought Christmas gifts for the children. Along with this act the shared the message of God's love and hope to those attending.

Again I thank you Pastor Holland and members of True Life and members of the Classified employees of A14 that made this possible, God Bless you all.

One can amend any contract and if a Bonus is given in error or based on a half-truth the ethical thing to do is to refuse to receive that bonus with a fair explanation. Flannery had enough information at that time to know that this Bonus was not based on fact. There is no reason council can not make a motion that CM Flannery would have to pay the taxpayers rental money for living in the taxpayer's house for free for these past three years and for these next twelve months. Only the President and Governor of Colorado get to live in a house for free. Council can also have Flannery's name taken off of the house Title and Deed, that is not in any contract. This is just my opinion, but, I feel, Mr. Flannery owes the taxpayers thousands of dollars for living in the taxpayers house rent free since 2007. Obviously, this is how Mr. Flannery does his own personal business and we can only expect more of the same in years to come. For those out there that think that if someone is dumb enough to give you money or a house to live in for free, you should just take it, there are ethical people out there that would set the record straight. We can not "move on" and let this wrong continue.

Awesome news about King Soopers coming. I say lets give the thanks to those who deserve it,like King Soopers and Shea homes. Our Council and City staff told us for years they have done everything they can to bring a store and they cannot force retailers to build but they will when the numbers are right, but now they want to take credit for it when it does happen. if you read something other than the Gateway (no jab to the Gateway) you would read that corporations are sitting on loads of cash. You would also read that King Soopers and Wal-mart are building new stores and remodeling old ones all over the metro area. How about Shea homes who did the land deal to make it happen because having a grocery store in Reunion must make it easier to sell homes in Reunion. You might also read that the economy is recovering and has a brighter outlook making investments by businesses more likely. All in all great news and I will be the first in line to buy my groceries, but please give credit to those who deserve it as I am certain this would happen with or without the City's "involvement". Let's hope Wal-mart follows close behind and may we even hope a sit down restaurant will follow near the King Soopers also. If you have not tried the restaurant at the Golf course (Buffalo something)I suggest you do it is very good and reasonable prices.

The announcement and appearance by Kings at last nights council, is proof that the city HAS been actively working on this for quite some time.
Just because the info is not out there for all to be aware of does not mean the city staff isn't busy spending hours trying to move us ahead with business.
Things like this don't happen overnight, but take months of hard work.
Thank you CC staff and council for this hard sought effort.

Fantastic News! I preferred a King Soopers in the first place. The Market place is the new way to go. I would like to see the Northern Range have a huge family party at the new King Soopers when it opens just to show our appreciation to King Soopers.

On the question about the CM's interest and taxes on the taxpayer's house. The taxpayer's have paid all taxes and interest on this house and will continue through Sept. 2011. CM has not paid one dime towards the cost of living there. There was some mention that CM paid some kind of Insurance but, I wouldn't bet on that. It is not fair to the average citizen who has to pay for their place to live to have to pay this house. I would not mind living in a 1/2 million home for free for four years. The estimated cost of a rental would be around $144,000 for three years.

Some of the nah sayers are the same ones complaining that council and staff did nothing to get us a store.
I hate to confuse them, but yes even though Kings would only build when they were ready, the incentives DO matter.
This store will be unlike any other store in CO, according to Kings themselves.
This store will have other goods besides groceries.
The city will therefore get taxes.
(personally I am glad we don't pay city tax on food)
Shea, Kings and the city spent many weeks of negotiations to get this done. They ALL deserve credit.

so the incentives do matter, I guess because you said so, really cogent argument, also if it took this long to get a grocery store in an area with a captive audience, then I guess all the other development that will bring taxes would have been in exactly the same situation, that being a captive audience with no other choices to serve, yet they did not come either. I guess we will be giving Applebees a 2m incentive as well to locate next to the King Soopers

Kings is great news and we should all be very excited. i think negative anonymous is only trying to point out the reality of the situation. As they pointed out we were told by the City and Council there was nothing they can do for years, so when the City and Council and others want to take credit or give it to them it seems a little hypocritical if you stop and think about it for a minute, especially when Kings is building elsewhere. Anyway I hope to meet some of you bloggers at the grand opening- YIPPIE!

I believe the point that some have been trying to make is the city has been trying to bring in a grocery store.
Some have implied that they have been doing nothing.
The business certainly has the last say, they city can offer up loads of incentives, but until the business wants to come, nothing will happen.
Having said that, a few have implied that the incentives don't matter. I don't believe it.
Business knows it can push the deal for tax pay back.
Business can also see that we are very ready and that small business is doing very, very well on 104th.
Yes the timing has to be right, but the city and developer also have to be cooperative.

Since King's representative and Shea's rep both were at the meeting, that would be a rather involved "show" don't you think, just to protect this coucnil?

Walmart has not come yet, King Soopers has not come yet, and again if you think national corporations looking to mine many many millions over many many years make their decision based on up front incentives and who is on City Council you are just ignorant. The aggressive incentive package is excessive giveaways to businesses that will locate here regardless if the market is right for long term revenues. No taxes from businesses then no roads no parks and no recreation centers or sports fields or other activities for us and our children up here in the wastelands.

Pro City grow up, you cannot attribute all new business and jobs directly to the incentive package. Try reading something besides what the City and Gateway write. Business investment is on the uptick everywhere in the metro area. You simply cannot discern whether or not a company came because of the incentive package, it is very likely the business would have come regardless, again, because the market is right for long term profits.....a few dollars in incentives up front that might represent 1 or 2% of start up costs and even less of the overall projected revenue of the life of the business is not the critical issue, the incentive merely becomes an added bonus to the business. Please take off your rose colored glasses for just a moment and try thinking logically, like a business person and not like a City employee, which I think all of us have figured out that you are.
